Assist the American Heart Association (AHA)/American Stroke Association (ASA) in Wyoming by insuring that policy and regulations being considered in the State of Wyoming further the mission of the association. In order to achieve this objective, the lobbying firm will do the following, but is not limited to: 1. Attend all meetings held by the AHA/ASA dealing with identified mission related policy issues, including those meetings where the AHA/ASA will be taking positions, developing a strategic vision or giving updates to key volunteers and/or members. 2. Enhance the American Heart Association’s legislative and executive branch relationships in both political parties by setting up strategic meetings with key decision makers. Meet one-on-one with members of Wyoming decision makers to persuade and make the case for AHA's issues and concerns. 3. Proactively assess the political landscape for the upcoming legislative and regulatory process for identified mission related policy issues for the possibility of AHA/ASA impact and offer possible issues and ideas. 4. Monitors identified mission related issues in the regulatory process and legislation and provide ongoing consultation on the issues and opportunities. 5. Assist the Association with researching, writing and strategy development of legislation, regulation, amendments and riders. 6. Submits weekly written status reports on identified mission related policy issues to AHA/ASA. Weekly reports shall be emailed to appropriate AHA Advocacy staff on Friday in a template that may be provided by AHA Advocacy staff. 7. Provides consultation on regulation, legislative, media and grassroots strategies to AHA. Coordinates with AHA/ASA staff on all legislative and regulatory strategies. 8. Checks all legislation that may impact identified mission related policy issues as they are filed for relevance to AHA. 9. Checks hearing schedules and notifies AHA Advocacy staff of relevant hearings as soon as possible. 10. Attends key agency and/or legislative hearings and testifies when necessary. 11. Identifies legislative support and helps target swing votes on AHA’s all legislative and regulatory strategies. 12. Attends relevant meetings of AHA as needed. These may include, but are not limited to: state advocacy committee meetings, board meetings, public policy education forums, and coalition meetings as appropriate. 13. Provides a final summary report outlining actions taken on identified mission related policy issues, key bills, including a detailed analysis of successes and failures. This shall be completed and submitted to AHA Advocacy staff within 30 days of the adoption of time critical diagnosis system of care regulations. 14. Attend meetings as specified by and/or with the Vice President of Advocacy and/or the Regional Vice President of Advocacy, dealing with the legislative and regulatory issues, including those meetings where the AHA will be developing a strategic vision or giving updates to key volunteers and/or staff. This also includes any help that may be needed developing position papers on the American Heart Association’s issues and/or policy package. 15. Provides a weekly report of AHA/ASA staff activities. Reporting document to be negotiated by AHA/ASA and contract lobbyist.
